To Setup a video conferencing, Things You’ll Need:
•    High sped broadband Internet connection
•    Active VoIP account
•    Audio/voice headsets or speakers and microphones
•    Webcam

Its so easy as you start a chat or make a call :

Step1
Connect all the necessary hardware to your computer, including a webcam, headsets, speakers and microphones or telephone. You may need to install additional drivers to run some of these hardware and support applications.

Step2
Log into your VoIP account and make sure you have all of the software necessary to make your video conference call.

Step3
Get the username or contact number for the person you want to call and add it to your contact list. The person you call must also have the appropriate equipment to make and receive VoIP video conference calls.

Step4
Begin the call by either clicking on your contact’s name and pressing the call button, or just double-clicking on your contact’s name. To start your video conference, activate the video function of the conference call once your contact accepts the call.
